Maybe because it basically has a shut down on the whole world...where it rarely allows anyone to enter the country or leave?

When your two borders are with China (Heavily guarded against a North exodus) and South Korea (DMZ Line), you would realise so. North Korea has one of the lowest tourism rates (Yes, it does get tourists, but only on state managed tours), which makes any entry and exit positively nonviable.
